City Wide Legislation

  • Tax Payer Protection:
    • Require utility companies to repave city streets curb to curb opening a street less than 10 years old and require stricter patching standards for all roads older than 10 years, reducing future investment required by tax payers.
    • Legitimized short term rental for individual homeowners giving residents an opportunity to offset the impact of the state mandated revaluation.
    • Required AirBNB and similar systems to collect a hotel tax from guests of short term rentals, reducing Jersey City resident tax payer burden
  • Traffic/Parking:
    • Introduced disclosure process and substantial fines for rental buildings who do not disclose to residents prior to the lease agreement being signed that residents in building are not eligible for permit parking
    • Banned use of public bike racks for use by for profit companies
  • Public Safety:
    • Required street naming of private streets to go through city council approval (co-sponsor with Joyce Watterman)
    • Significant investments in public safety technology infrastructure (from Technology Transition team recommendations lead by Councilwoman Osborne)
  • Planning:
    • Re-do the City’s Master Plan (co-sponsor with Mayor Fulop, Rolando Lavarro, Joyce Watterman, Daniel Rivera)
  • Digital Government:
    • Digital submission to HEDC departments (from Technology Transition team recommendations lead by Councilwoman Osborne)
    • Open Data Portal (from Technology Transition team recommendations lead by Councilwoman Osborne)
    • Centralized and automated the event permitting process with the office of cultural affairs to prevent event organizers from driving across the city to multiple departments
  • Diverse Values:
    • Gender Neutral Bathrooms (via Mayor’s Executive order as requested via resolution by Councilwoman Osborne)

 

Downtown Legislation

  • Public Safety
    • 23 additional multi-way stop intersections
    • 40 locations with in road stop for pedestrian signs
    • 62 repainted vertical crosswalks
    • 6 no right on red during school hours at dangerous intersections
    • speed humps around parks
    • Stop light at dangerous intersections
      • 2nd and Marin
      • Van Vorst and Grand (planned)
    • Daylighting on Erie & 1st and along Jersey Avenue
    • Grand Street Redesign (planned)
    • Renamed Park Drive to prevent any potential first responder confusion with Park Ave & Park Place (co-sponsor with Joyce Watterman)
  • Public Space & Open Space
    • Creation of the Newark Avenue Pedestrian plaza
    • Preservation and development of Peninsula Park into a world class park (planned)
    • Mary Benson Park renovation
    • Village Park renovation
    • 1st Street Park renovation with two dog areas
    • Van Vorst Park sprinkler park
    • 16th Street basketball court renovation (planned)
    • Pocket park at end of Sussex Street (planned)
    • Public Dog run at end of Sussex Street (planned)
  • Traffic/Parking
    • 9 loading zones to reduce double parking
    • 5 zone parking expansions
    • Addition of parking meters on unzoned roads to prevent “squatting” and increase city revenue
  • Arts
    • Black box theatre for Jersey City based 501c3 (planned)
    • New Art Gallery at Modera Lofts
    • 9 artist workspace at Modera Lofts
    • Worked with Arts Community to help drive the need for a Jersey City Arts Council (now established)
    • Helped to find Art House Productions a new location in Downtown Jersey City.
  • Business
    • Expansion of Downtown Special Improvement District Boundaries
    • Expansion of Restaurant Overlay Zone
    • Creation of Exchange Place Special Improvement district to activate the waterfront
    • Created designated food truck areas on the waterfront to allow food trucks to thrive without encroaching on investments made by small business owners near Newark Avenue
  • Zoning
    • Created new, modern downtown R5 zoning standards to replace older and inappropriate R1 zoning standards to stop the flood of inconsistent plans approved via zoning variances downtown
  • Historic Preservation
    • Required Historic cobblestone replacement in PADA (planned)
    • Butler Brother’s Building preservation
  • Quality of Life
    • Require all private trash pick up during day time hours
    • Require all large buildings to put trash out for public pick up no earlier than 10 p.m.
    • Require all private trash pick up to be put out no earlier than 2 hours prior to scheduled pick up
    • Restricted pets in two small pocket parks, supplementing the restriction with designated dog runs
    • Street sweeping in Powerhouse Arts District (planned)
  • Transportation
    • Fought Port Authority to force them to introduce reduced rate ferry service during the year long WTC PATH shutdown
    • Negotiated with Port Authority to provide bus service along the 33rd Street line from WTC during year long weekend 33rd Street PATH shutdown
    • Worked with Billy Bay ferry company to provide reduced rate weekend ferry service from Paulus Hook
    • Worked with MackCali and New York Waterway to bring ferry service to Harborside (planned)
